Downtown Partnership of Baltimore Unveils Liberty Dog Park Project Plans

Exciting Transformation of Existing Dog Run into Community Greenspace

Baltimore, MD – July 24, 2024 – The Downtown Partnership of Baltimore (DPOB) has revealed the blueprints for its latest revitalization project in the Central Business District: the transformation of the Liberty Dog Run into a vibrant community greenspace. This new park will feature enclosed areas for both large and small dogs, seating, shade, a public restroom, a security booth, and other amenities. Additionally, the park will include movable bollards to facilitate community programming. This operationally sustainable project, supported by capital funding through the State Legislature’s SB0291e, marks the first of many DPOB initiatives.

In 2021, the Urban Land Institute (ULI) collaborated with DPOB, Mayor Scott’s administration, and the Economic Alliance of Greater Baltimore (EAGB, and now a part of the Greater Baltimore Committee) to identify key areas for improvement in downtown Baltimore. Their study recommended that DPOB lead efforts to connect and enhance Downtown’s assets through development, transportation, infrastructure, and placemaking. The transformation of the Liberty Dog Run is the first physical realization of these recommendations.

This project will transform Park Avenue and Liberty Street into a dynamic nexus of leisure, recreation, and cultural exchange. This project is a testament to our commitment to fostering vibrant, inclusive spaces that resonate with the diverse tapestry of Baltimore, and we’re eternally grateful for the funding from the State and our partnership with the City to make this possible.”

The next phase of the project involves awarding the work to a local landscape architect and design team. Design and construction will commence alongside ongoing community engagement, followed by permitting, agency approvals, groundbreaking, and construction. The project is slated for completion in spring 2027. The park’s name will be chosen through community input, and suggestions can be submitted on DPOB’s website.
