Key Initiatives

Homeless Outreach

Downtown Partnership’s homeless outreach principles are simple. Identify persons living in places not intended for human habitation. Build relationships with them based on trust and environment. Help them connect with opportunities to improve their health and well-being.

Do you know a homeless individual in need of services?

Our outreach team can help connect individuals to housing, addiction treatment, mental health services, career development resources, and more. Contact us today.

Core Outreach Goal

Working to make homelessness in Downtown Baltimore rare and brief.

Downtown Partnership is responsible for overseeing the homeless populations in the 11th and 12th councilmanic districts, and connecting those individuals with any wanted social services.

I-83 Encampment

The Homeless Outreach team was able to reduce the size of one of the largest homeless encampments in the city from 43 to 4 occupants in 2020. This was done through increased connection to housing and social services. The reduction of occupants in this location would not have been possible without collaborations with DPOB Clean Street Ambassadors (CSAs), the Mayor’s Office of Homeless Services (MOHS), and People Encouraging People (PEP).
