Downtown Management Authority

Downtown Management Authority (DMA), oversees a 106-block business improvement district in the heart of Baltimore. Clean, green, and safety services are the heart of what we do. People instantly recognize our uniformed Clean Streets Ambassadors (CSAs), Downtown Baltimore Guides (DBGs), and Park Stewards, because they’re a constant presence on Downtown streets.

Explore DMA Boundaries
The DMA Property Owner Public Hearing to review and provide input on the proposed FY27 budget was conducted on April 23, 2026, as broadly advertised. All input received before, during, and after the hearing from DMA stakeholders was shared at the April 27 meeting of the DMA Board. The Board voted to approve the budget which will now be referred to the Board of Estimates for further review and final approval, expected in late May.
The DMA Budget is comprised of District funds established by property owners to supplement services delivered within the District. The city collects the surcharge on behalf of the Downtown Management Authority and passes it through directly to the organization.

Beautifying our Streets and Alleys

Our CSAs are hard at work seven days a week emptying trash from more than 400 cans in the DMA, sweeping the streets, removing graffiti, cleaning alleys, and reporting code violations.
