Downtown's Newest Green Space

Liberty Dog Park & Open Space Project

At the corner of W. Baltimore Street and Hopkins Plaza, Liberty Dog Run, a beloved downtown dog park, is set for a major transformation. Thanks to State capital grants awarded to Downtown Partnership in FY23, we’re excited to launch The Liberty Dog Park and Open Space Project. This initiative will not only expand and revitalize the existing park but also create a vibrant space for both people and dogs, enhancing connections to nearby assets and energizing the public realm.

Through strategic urban design and planning,

we can create a bolder open space to benefit our neighborhood residents, workers and visitors.

A Project Three Years in the Making

2021

WE CREATED A BLUEPRINT

As part of DPOB’s pandemic response, it became clear that addressing economic development issues and enhancing the sense of place in Downtown Baltimore were crucial priorities.

2022

WE SOUGHT EXPERT INPUT

To gain unbiased insights on Downtown’s needs, DPOB sought input from external experts. In collaboration with the EAGB (now part of GBC) and the Mayor’s Office, a ULI Advisory Panel was convened and recommended prioritizing the activation of public spaces and enhancing connectivity between key assets.

 

2023

WE SECURED FUNDING

To achieve the goals outlined by ULI, DPOB sought $10 million in state grant funding for capital projects. The State DGS awarded the funds, prioritizing the transformation of Liberty Dog Park.

 

2024

NOW, WE’RE KICKING OFF THE PROJECT!

After extensive community and stakeholder engagement and incorporating their feedback, along with the support of Mayor Scott’s Downtown RISE Plan, we are excited to present our concept plan to the public!

Gathering places are vital. Our primary goal with this project is to rejuvenate a DPOB-managed green space, transforming it into an innovative dog park and a vibrant urban plaza for residents, employees, and visitors to enjoy for years to come.
